City Council has introduced legislation for the proposed new Sixers Arena (76Place) in Center City. There are several hearings and public testimony dates being held over the course of 4 weeks.

On November 26, City Council will hold one of the public testimony sessions, following an arena legislation hearing in the morning. The public can sign up to speak about the legislative issues on the agenda.

peakers interested in providing testimony at the Sixers Arena Committee of the Whole hearings on November 19, 20, 21, 26 and December 2 can call the Chief Clerk’s Office at (215) 686-3407 or via email at arena.hearings@phila.gov by 3 p.m. the day before they want to testify and submit the following information:

Full name Telephone Number Identify the bill number or resolution number or numbers that will be addressed and what day the person wants to testify. Speakers who submitted the above information will be placed on a list to testify at the specific hearing they have selected. Anyone can also come to the November 19, 20, 21, 26 and December 2 public comment sessions inside Room 400 (fourth floor) of City Hall and sign up to testify at that day’s hearing.

If a speaker attending one of the Committee of the Whole hearings has written comments they would like to be added to the official transcript of Council, please provide one (1) copy to the Sergeant of Arms before you speak, and your written remarks will be given to the stenographer for inclusion in the record.

Philadelphia City Council

Conducts hearings and public meetings on proposed bills and issues concerning the City of Philadelphia.

Council is the legislative arm of Philadelphia municipal government. Ten Councilmembers are elected by district and seven from the City-at-large, for a total of seventeen members. Under the rules of Council, regular public sessions of Council are held weekly, usually on Thursday morning at 10:00 AM., in Room 400, City Hall.

Every proposed ordinance is in the form of a bill introduced by a Councilmember. Before a bill can be enacted by Council, it must be:

  • Referred by the President of Council to an appropriate standing committee of Council,
  • Considered at a public hearing and public meeting, reported out by the committee,
  • Printed as reported by the committee,
  • Distributed to the members of Council,
  • And made available to the public.

Passage of a bill requires the favorable vote of a majority of all members of Council. A bill becomes law upon the approval of the Mayor. If the Mayor vetoes a bill, Council may override the veto by a two-thirds vote.

The functions of City Council influence a wide range of public affairs in Philadelphia and directly impact the quality of life for its citizenry.
